While a student is working on an application, he/she can save it without submitting it. After a student submits an application in SAFE, it is locked. When an application is locked, funders can be sure that it is final and there are not going to be any major changes. Students action on locked applications is limited to uploading additional documents, adding funding sources, and entering text into a "project changes" field. In addition, locking triggers notification to recommenders, evaluators and advisers to prompt their review and submission of approval and feedback.
Funders should not award projects until they are locked.
